PROCUREMENT OF WORKS AND SERVICES UNDER OUTPUT AND PERFORMANCE BASED ROAD CONTRACT ON THE SLICE AND PACKAGE BASIS FOR THE FOLLOWING TWO LOTS:

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. WB4480-10/16 of 03 October 2016.

2 The Government of the Republic of Ghana (GOG) has received a credit, from the International Development Association (IDA) toward the cost of the Transport Sector Improvement Project (TSIP), and it intends to apply part of the proceeds of this credit to payments under the the Output and Performance Based Road Contracts for the ICB No: GHA/ICB/OPRC/TSIP/RC/P151026/P1/LOT1/20: LOT 1: R201-001: Tatale border post to Zabzugu Road (km 0.00 – 24.90), R201-002: Zabzugu to Yendi Road (km 24.90 – 61.60) and R201-001: Tatale border post (380 m) and

3. The Ghana Highway Authority now invites sealed bids or electronic bids from eligible bidders for the Output and Performance Based Road Contract for: ICB No: GHA/ICB/OPRC/TSIP/RC/P151026/P1/LOT1/20: LOT 1: R201-001: Tatale border post to Zabzugu Road (km 0.00 – 24.90), R201-002: Zabzugu to Yendi Road (km 24.90 – 61.60) and R201-001: Tatale border post (380 m)’

4. The services and works to be provided by the Contracting Entity (CE) include all activities, physical or others, which the Contracting Entity needs to, carry out, in order to comply with the Service Levels and other output and performance criteria indicated under the contract, or with any other requirements of the contract. In particular, they include management tasks and physical works associated with the following road-related assets and items:

i. Design of the Works (Applies to Lot 1 & Lot 2)
ii. Initial Rehabilitation and Improvement Works;(Lot 1):
– Improvement (upgrading) works of Tatale border post to Zabzugu Road(24.9km) of roads including, but not limited to, the installation of street lights, sidewalks, bus bays and stopping lanes within urban areas,
– Improvement (upgrading) works of 380 m of road at the Tatale Border post,
– Improvement (upgrading) of Zabzugu to Yendi (36.50km)
– Rehabilitation of existing bridge,
– Improvement (upgrading) of bridges,
– Improvement (upgrading) of culverts,
– Installation of fibre optic infrastructure along the full extent of the route to provide connectivity of the Tatale border post.
iii. Initial Rehabilitation and Improvement Works;(Lot 2):
– Improvement (upgrading) works of Zabzugu to Yendi (10.80km) of roads including, but not limited to, the installation of street lights, sidewalks, bus bays and stopping lanes within urban areas,
– Rehabilitation of Yendi to Kulgeni (42.95km)
– Rehabilitation of Kulgeni to Tamale (49.57km)
– Kumfong Road in Yendi as part of one-way couple with R201 (2.6 km)
– Rehabilitation of existing bridge,
– Improvement (upgrading) of bridges,
– Improvement (upgrading) of culverts,
– Installation of fibre optic infrastructure along the full extent of the route to provide connectivity of the Tatale border post.
iv. Network Performance (Maintenance) Works; (Applies to Lot 1 & Lot 2)
v. Complementary Interventions (basic schools, boreholes, clinics); (Applies to Lot 1 & Lot 2)
vi. Emergency Works; (Applies to Lot 1 & Lot 2)
vii. Environmental, Social, Health and Safety (ESHS) Compliance (Applies to Lot 1 & Lot 2)
viii. Update Environmental and Social Impact Assessment (ESIA) and Ressetlement Action Plan (RAP). (Applies to Lot 1 & Lot 2)

The delivery of the initial construction period should be completed within 24 months.

5. Bidders may bid for one or more lots, as further defined in the bidding document. Bidders wishing to offer uncondtional discounts in case they are awarded more than one lot will be allowed to do so provided those discounts are included in the Letter of Bid Financial part.

6. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, Revised July 2014), and is open to bidders from all countries as defined in the guidelines.

7. A margin for Domestic preference shall not apply.

8. Interested eligible bidders may obtain further information from and inspect the bidding documents at the Ghana Highway Authority at the address below on weekdays between 09:00hrs to 16:00hrs GMT from Friday, 5 June 2020 or may visit the Ministry of Roads and Highways (MRH) Website https://www.mrh.gov.gh.

9. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of GHS 1,725.00 (One Thousand, Seven Hundred and Twenty-five Ghanaian Cedis) or USD300.00 equivalent. For physical payment, the method of payment will be by Bankers Draft in the name of Ghana Highway Authority. The document will be made available for collection at the address below after producing the receipt of the payment.

10. For the purpose of Bidders who choose to submit their bids electronically through MRH’s Web site https://www.mrh.gov.gh , the Bidders may either purchase the hard copy of the bidding documents or may choose to download the bidding documents, prepare their bids and submit their electronic bids as specified in the Instructions to Bidders. In case the Bidder chooses to download and submit bids electronically, the Bidder shall be required to deposit the cost of the bidding document as specified in the Employer’s account as specified below and scanned copy (PDF format) of the Bank deposit voucher shall be shown as proof of payment before download of the bidding document allowed.

11. A virtual pre-bid meeting will be held in the Board Room of Ghana Highway Authority on 29th and 30th June, 2020 at 10:00hrs GMT after interested bidders have reviewed a video of the project sites which will be available on the MRH’s Website via youtube link from 25th June, 2020. Bidders will be provided with a video link to be able to join the pre-bid meeting.

12. Sealed or electronic bids must be delivered to the address below by hand/courier or through MRH Web site https://www.mrh.gov.gh on or before 10:00hrs GMT on Friday, 4 September 2020. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened physically and electronically in the presence of the Bidders’ designated representatives and anyone who choose to attend in person, at the address below on 10:30hrs GMT on Friday, 5 September, 2020. Bidders will be provided with video link for those who wish to join electronically. All envelopes or electronic submission marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. Late bids will be rejected and not opened.

13. All bids must be accompanied by a Bid Securing Declaration for both Lot1 and Lot 2 separately.
