This invitation for bids follows the general procurement notice for this project that  appeared in Development Business No. WB4480-10/16 of 03 October 2016.

The Government of the Republic of Ghana (GOG) has received a credit, , from the International Development Association (IDA) toward the cost of the Transport Sector Improvement Project (TSIP), and it intends to apply part of the proceeds of this credit to payments under the the Output and Performance Based Road Contract for the Selected Feeder Roads and Farm Tracks in the Atebubu District, Bono East Region (Formerly Brong-Ahafo Region) , including regravelling on Atebubu – Kumfia Trunk Road (R047-003) 28.5 km.

The Ministry of Roads and Highways now invites sealed bids from eligible bidders for the Output and Performance Based Road Contract for the Selected Feeder Roads and Farm Tracks in the Atebubu District, (Bono East Region) (Formerly Brong-Ahafo Region) , including regravelling on Atebubu – Kumfia Trunk Road (R047-003) 28.5 km . The services to be provided by the Contracting Entity (CE) include all activities, physical or others, which the Contracting Entity needs to, carry out, in order to comply with the Service Levels and other output and performance criteria indicated under the contract, or with any other requirements of the contract. In particular, they include management tasks and physical works associated with the following road-related assets and items:

  • 166 km of feeder roads and farm track/spurs in the Bono East Region (Formerly Brong Ahafo Region);
  • 5 km of highway between Atebubu and Kumfia;
  • 26 new major structures;
  • 4 existing bridges;
  • 4 existing major culverts
  • Complementery Interventions (Basic schools, Boreholes, Health Centre and market);
  • Signaling and road safety furniture;
  • Drainage structures;
  • Vegetation control;
  • Slopes (cuts and embankments);
  • Interlocking Paving blocks (Urban sections of roadlinks);
  • Traffic Management;
  • Data Collection;
  • Update Environmental and Social Impact Assessment (ESIA) and Ressetlement Action Plan (RAP).

The delivery of the initial construction period should be completed within 24 months.

Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, Revised July 2014), and is open to bidders from all countries as defined in the guidelines.

Interested eligible bidders may obtain further information from and inspect the bidding documents at the Ministry of Roads and Highways at the address below on weekdays between 09:00hrs to 16:00hrs GMT. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of GHS 1,650.00 (One Thousand, Six Hundred and Fifty Ghanaian Cedis). The method of payment will be by Bankers Draft in the name of Ministry of Roads and Highways. The document will be made available for collection at the address below after producing the receipt of the payment.

Bids must be delivered to the address below by 10:00hrs GMT on Thursday, 31 October 2019. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who choose to attend, at the address below on 10:00hrs GMT on Thursday, 31 October 2019. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

All bids must be accompanied by a Bid Security (Unconditional Bank Guarantee) in an amount of GHS 1,450,000.00 or an equivalent amount in a freely convertible currency. Late bids will be rejected.
