The Policy and Planning Directorate is one of the directorates under the Ministry of Roads and Highways and is responsible for policy formulation, planning and programming, Budgeting, sector coordination and oversight.

The core functions of the Directorate are:

  • Study and review all existing government and ministerial policies relating to the Ministry and its agencies
  • Prepare and collate plans and budgets of the ministry and its agencies and facilitate the development and determination of strategies and priorities
  • Advise on road related policies, rules and regulations
  • Regularly inform the staff of the Ministry and its agencies on all government policies relating to the roads and transport sub sectors..
  • Liaise with Directorates of the Ministry and its agencies for the collection of data for planning purposes.
  • Liaise with Donor Coordination Unit in the planning and programming of donor supported programs of the Ministry and its Agencies.
  • Initiate and coordinate in the preparation of the long term transportation plan of the Ministry.
  • Ensure compliance with the strategic plans of the Ministry and its Agencies. Coordinate the preparation of a five year Strategic Development plan for the Ministry.
  • Coordinate the preparation of a three – year rolling plan (MTEF) out of the 5- year strategic development plan of all activities of the Ministry and its Agencies.
