Full Profile of Ing. Edmund Offei-Annor

Ing Edmund Offei-Annor is a Civil Engineer with over 30 years working experience in the Road Sector in Ghana. He is a product of Kiev Civil Engineering Institute in Ukraine with Msc. in Civil Engineering Structures. He has expertise in Procurement, Contract Administration, Monitoring & Evaluation and Road Maintenance.

He joined the Ghana Highway Authority in 1987 and after a 21 month training was posted to the Material Division where he was tasked with a team of Technicians to undertake the investigation into the failure of the Accra-Kumasi-Aburi project. In 1990 he was posted to the Western Region as Assistant Residence Engineer on Transport Rehabilitation Project (TRP). II, and from 1992-1994 he served as the residence engineer. In 1994-1995 he was posted to Ashanti Region as the Regional Maintenance Engineer and in 1996-1998, he also served as the Regional Maintenance Engineer in Western Region. In 1998-2002, he was appointed the Project Manager for the Mobile Maintenance Unit 2 in Suhum.

In the Mobile Maintenance, he worked with the consultant to train all the contractors and engineer on the New Surface dressing technique that was introduced in 1998 after a 3 months attachment training with CS Emoleum Australian Asphalt Institute.

In June 2002-2006, and 2006 -2016, he worked in the Ghana Highway Authority Head Office, Maintenance Division as the Maintenance Engineer for the Northern and Southern Sector respectively.  His work included Planning, Procurement, Monitoring & Evaluation in the Northern and Southern sector and training of the Engineering-Training (ie newly employed engineers).

In 2011-2012 he was appointed as the Ghana Highway Authority Regional Director for the Western Region. In 2014-2015 he was appointed the Ghana Highway Authority Director of Road Maintenance.

As Director Road Maintenance he was instrumental in getting cocobod to fund the Ghana Highway Authority (GHA) cocoa road’s component and saw to the successful implementation of the project.

He serve as many Technical and Administrative Committee in GHA including the Audit Implantations Committee.

In October, 2015, he was appointed the Director Policy and Planning of the Ministry of Roads and Highways. In MRH, he was in charge of Policy, Planning, and budget and coordinate the implementation of the ALTTFP, TSP, and TSIP Project of the World Bank and the GUTP AND AUTP Project of the African Development Bank (AFDB). Till his appointment as the Ag. Chief Director Position of the Ministry of Roads and Highways.

He currently serves on the GHA board, the MRH advisory board, the MRH Advisory Board and as the Board Secretary of the Road Fund Management Board.

Mr. Edmund Offei-Annor is a corporate member of the Ghana Institute of Engineers and serves as a Regional Chairman for Western Region in 2013-2014.

He is a Presbyterian and married with two children.
