POLICY AND PLANNING DIRECTORATE

The Policy and Planning Directorate functions to formulate, coordinate and communicate Ministerial policies to all MDAs under it. The Directorate also collect data, studies and review existing government and ministerial policies relating to the Ministry and its agencies. In its duties the Directorate prepares budgets and strategic and long term plans. In addition, the Directorate liaises with Donor Coordination units in the planning and programming of donor supported programmes of the Ministry and its Agencies.

The major duties of the Directorate are as follows:

  • Study and review all existing government and ministerial policies relating to the Ministry and its agencies
  • Regularly inform the staff of the Ministry and its agencies on all government policies relating to the roads and transport sub sectors.
  • Formulate and communicate Ministerial policies to all agencies under the Ministry.
  • Liaise with Directorates of the Ministry and its agencies for the collection of data for planning purposes.
  • Liaise with Donor Coordination Unit in the planning and programming of donor supported programmes of the Ministry and its Agencies.
  • Initiate and coordinate in the preparation of the long term transportation plan of the Ministry.
  • Ensure compliance with the strategic plans of the Ministry and its Agencies. Prepare a five year Strategic Development plan for the Ministry.
  • Prepare a- three – year rolling plan (MTEF) out of the 5- year strategic development plan of all activities of the Ministry and its Agencies.
  • Identify possible sources of funding for all activities and programme.
  • Liaise with Directorates of the Ministry and its agencies for the collection of data for planning purposes.
  • Liaise with Donor Coordination Unit in the planning and programming of donor supported programmes of the Ministry and its Agencies.

The Policy and Planning Directorate is headed by the Director of Policy and Planning. In the Directorate there are engineers, planners, secretaries and a driver. The Directorate’s activities are streamed into those relating generally to transport planning and policy making in the sector and those relating to transport programmes and projects. Some of the programmes and projects currently under the coordination of the Directorate include:

  • Transport Sector Programme (TSP)
  • National Road Transport and Transit Facilitation Programme (NRTTFP)
  • West Africa Trade and Transit Facilitation Programme (WATTFP)
  • Abidjan – Lagos Trade and Transit Facilitation Programme (ALTTFP)
  • Urban Transport Project (UTP)
  • Axle Load Control Programme
  • Joint Border Post Programme

  • Transport Indicators Report (2000 -2009)
  • National Household Transport Survey (2012)

Major Sub-regional Decisions and Protocols of ECOWAS in use include:

  • ECOWAS Supplementary Act Relating to the Harmonization of Standards and Procedures for the Control of Dimensions, Weight and Axle Load of Goods Vehicle within member states of ECOWAS (ACT/SP. 17/02/12)
  • ECOWAS Supplementary Act Relating to the Establishment and Implementation of the Joint Border Posts Concept within Member States of the ECOWAS (Act/SA.1/07/13)
